How far reaching economic global uncertainty could prove to be?

What is communism anymore? What is capitalism? These are just words. Look at China; we have an officially ‘communist' regime engaging in state capitalism there.

The alternative? Why not Islam?

Two years ago, economist Dr Eckart Woertz, in a telephone interview, told me there were really two ways to buy gold. You could buy paper gold, he said, that is gold held in a bank and represented by a piece of paper.

Or you could buy actual gold, gold you can stash beneath your bed, and polish up to use as a shaving mirror, should you so wish. His advice was to buy the latter, "because when the banks start collapsing, paper gold will become worthless."

After the interview, I gazed at the telephone. This man is dramatic, I thought. Banks don't just go around collapsing. Nick Leeson may have done for Barings, but that was extraordinary. What does he think this is? 1929?Of course, he doesn't look so dramatic now.
Prescient, is what he looks. Dr Woertz is Economics Programme Manager at the Gulf Research Centre (GRC), an independent and non-partial think tank, founded in 2000 by Abdulaziz Sager, a Saudi businessman.
The GRC not only advises administrations, financial institutions and companies within the GCC, but also visiting diplomatic delegations and embassies.
Tucked away in a quiet corner of Dubai, the atmosphere inside is wonkish and hushed. Academics sit in rows working quietly. Bright eyed men wearing bowties - sartorial code for brainy - flit about the place.Dr Woertz, smart in a pale grey pinstripe suit, talks with his arms folded tightly across his chest, somehow denoting confidence rather than defensiveness. He is immediately engaging and friendly, even if what he has to say is terrifying.
"It's the end of the world as we know it," he chuckles. "The whole free market crowd has run its course. Now, they are only ridiculous, in two years, they will be dead. As an ideology, it doesn't serve its purpose anymore. And the US is now nationalising banks faster than Hugo Chavez!
"We're talking, of course, about the global economic news, the collapse of Lehmans et al. These are extraordinary times, everyone knows that now, but is he serious? Are today's events the inevitable terminus for the deregulated financial conditions so championed by recent Western administrations?
"For sure. I mean this whole free market talk and deregulation, and the idea that markets are self-regulating and self-healing, the idea that we need to deregulate them, and when they have run their course that everything will be fine. Believe me, in three years this model will be dead."
So how has it come to this? And how did Woertz manage to predict it so accurately?
He blinks.
"This is not something that has happened overnight. We have been building up to this for twenty or thirty years. It has exploded over the last decade or so. But, basically, since the 1970s you have had growing US trade deficits that increased massively in the middle of the nineties.
It started in the Clinton years and then Bush really pulled out all the stops, and America are continuing to pull out the stops."
If national consumption outpaces national production, the negative balance then has to be redressed through borrowing. The US, with its national debt of $9 trillion, has over the decades borrowed heavily from Japan, China and also Europe, particularly Germany. With oil prices today so high, as they were in the seventies, flush Gulf states have once more too become what Woertz describes as "important pillars of this whole US debt financing.
"There have been many cheerleaders for the laissez-faire economic conditions that have prevailed for the last three decades, but none twirled his pom-pom with quite such fervour as did Alan Greenspan.
It is somewhat ironic, then, that the former Fed chief now tours the world, lucratively, telling whomever will listen that this crisis is a once-in-a-hundred-years event, and that we are still only at the beginning.
At the mention of his name, Woertz says: "Alan Greenspan will not go down favourably in history, that is for sure. They loved him in the eighties and nineties when he opened all the spigots. And now they curse him because they have to pay the price."
Is Greenspan correct, though? Are the cataclysmic events of recent weeks only the tip of the iceberg?
"Yes," comes the answer.
"This is really a structural problem of capitalism, the crisis of the middle class that needs two jobs or starts borrowing. "
Why was there so much debt? I am talking mainly about the middle class in the US, but the new middle class in China and other emerging markets, they are all depending on export led growth, which is, in the end, deficit-driven consumption spending of the middle class in America and Europe. If that stops, your whole Chinese and Indian middle classes will go up in smoke.
"Hang on. Isn't it meant to be the growth of the middle classes in places exactly like India and China that is going to get us all out of this sorry mess?
"I am not so sure whether India is not a little bit overrated," Woertz says. "When people mention India and China at the same time, I am not so sure. India has a negative current account and they face enormous pressure from Chinese competition in manufacturing goods.
Or the software industry, how many people in India work in this sector? Two million? Three million? Let's say, for argument's sake, that it is seven million. But what are the other 1.1 billion doing?"
What then for the European economies? Surely the European countries with historically more mature and tested economies will emerge eventually, damaged but essentially intact? What, for example, is the prognosis for Britain?
Is that a smirk? Woertz, it must be said, is German.
"Britain is doomed," he says matter-of-factly. "Britain is probably one of the largest losers of the whole thing.
Because they have turned the whole country into a hedge fund without the possibility to ‘short'."
He is laughing now. "The country is de-industrialised. Tell me one industrial company in Britain? I mean, everything has either gone down the drain or been bought by foreigners.
A large percentage of the GDP is produced on this one square mile which is called the City, the financial district. That share has diminished. The oil production is declining rapidly and the real estate market looks ugly.
So what is left is arms trade. In the arms industry they have an international standing still. And a certain military role. The sick man of Europe? Well, the whole of Europe is pretty sick, and the deficit ridden Mediterranean countries face very big problems, particularly Spain, Portugal, Italy and Greece."

How then, in Woertz's view, will the global economic landscape look in three years? He hesitates for a moment, collecting his thoughts, and then says: "Well, there are two possibilities. Either massive defaults and depression, not recession, but depression.
Or hyperinflation. Either they have to let assets and institutions go bust, or they have to print money. I am talking worldwide."
There's more: "It's a protracted crisis.
I mean, if the companies are bust, and the state is bust, then either the people engage in civil war, or they find peaceful, regionalised forms of..." his voice tapers off. "Hopefully it will be on a higher level than subsistence and bartering."
"You know," he continues, "I have never believed in this whole de-regulation and neo-liberal growth model. At the same time, I don't expect the return of the strong social-democratic state of the sixties and seventies. That's gone. The state doesn't have the regulatory power anymore. It has lost it to globalisation."

All of which begs the question, how is the Gulf poised to get through what lies ahead? If there is one place on Earth with pots of money and growing economies, surely the Gulf is it?

Woertz nods. "The real estate and project finance markets will get hurt, but as long as oil prices do not collapse, it is relatively safe, yes. There is a good buffer because some sovereign wealth funds have a lot of money, and they might spend it on domestic concerns, as the Kuwait Investment Fund has announced recently that it will.

"The GCC states have some potential to weather the storm, no doubt about it. Mind you, the oil price is now at around $90 per barrel. The correction since July has been pretty steep, but it is historically a high price and they are making good surpluses. If it goes below $70, several countries will become nervous, because the region's budgets are based upon it remaining above $50.

By comparison, in Venezuela, the threshold is $94, so they are already nervous now. Iran is also feeling the pressure. I think they have budgeted for about $55. The UAE is more like $45, so they are relatively comfortable."

So, then, what we are witnessing, if Woertz is right, is the death throes of capitalism. Given that it is widely accepted that communism failed and died two decades ago, what is the alternative?

Woertz seems phlegmatic. "What is communism anymore? What is capitalism? These are just words. Look at China; we have an officially ‘communist' regime engaging in state capitalism there.

I think these concepts, ‘this is capitalism,' ‘this is communism,' have run their course," he says. "The alternative? I don't know. There will be debates. The whole free market ideology is dead, although I don't see Keynesianism returning."

Is there no way to avert the downturn? The US is trying desperately to stop the rot. It has only recently, amid much fanfare, put pen to paper on a deal to inject $700 billion of state money into the hole created by all the bad debt. But is it a big enough plug?

"It is certainly too little," Woertz says. "It is like the current Iraq war. At the start, they said it would cost $50 billion. Now, with hidden costs, it will cost $3 trillion.

"When Rumsfeld was asked at the time if it might cost one hundred or two hundred billion, he said: ‘No way! Baloney! How can you even think that?'

Now, the official spending is already beyond $700 billion, but when you take into consideration the hidden costs, and the lost opportunity costs, it is more like three trillion, as Nobel Laureate Joseph Stiglitz has pointed out. For example, the paralysed veteran. You have to pay his healthcare for the rest of his life. That doesn't appear as a cost of the war, but it is.
And he is an opportunity cost, because this guy could have led a productive life. Now he is a burden. What I am trying to say is governments tend to underestimate the costings.
"So, then, how to make money while the economic sky is falling on our heads? In times of financial uncertainty, gold is always a safe bet, so much so that its price can often be seen as a barometer by which to take a reading of the times.
In fact, the price of gold is another thing that Dr Woertz and the Gulf Research Centre have been correct about in the past. In 2005, the GRC compiled and published a report (‘The Role of Gold in the Unified GCC Currency') on the metal with which to advise GCC central banks. The price then was around $400 an ounce. The report advised central banks to buy gold, thereby diversifying their currency reserves.
Today the price hovers around $880. "I don't see any reason why that [the recommendation to buy] doesn't continue to hold true today," Woertz smiles.
Where does he think the price will be in twelve month's time? "$1300 to $1600," he says.
"It hasn't really picked up yet. I would expect it to explode at some point. It is hard to predict when, but I don't think we will have to wait two years for it."
Are there any other ways to benefit from the current downturn? "At the moment it is not about return on capital. It is about return of capital. If you can preserve your purchasing power, you are a happy man," he says.
Cheery stuff. One final question: how long will all this last? He shakes his head. "Well, recessions go by, but a depression is structural and protracted. The last depression (1929) lasted a decade, and then it needed a war to finish it. The depression was only overcome by the spending on the war. Hopefully we can avoid that this time."

Pihak pengurusan tertinggi syarikat mengadakan mesyuarat tergempar hari Khamis lalu untuk menangani impak dari krisis ekonomi dan kewangan dunia. Syarikat sebesar Nakheel ini juga terkena tempias dan pertama kali dalam sejarah saya bekerja di sini, gaji tidak masuk pada 26hb tetapi pada 29hb.

Panik sekejap warga syarikat yang sudah 'take things for granted.' Nakheel adalah salah satu syarikat yang memberi pakej gaji dan elaun tertinggi dengan staf dari pelbagai negara dan diketuai oleh seorang Aussie.
Kabar angin bertiup kencang di koridor pejabat dan sembang-sembang yang melebarkan gosip dan spekulasi tentang pelbagai kemungkinan. Itu adalah adegan biasa dalam keadaan tidak menetu ekoran krisis dunia.

Maka pada hari Ahad, pihak pengurusan projek dipanggil untuk diskusi dan briefing mengenai status syarikat dan situasi semasa yang berkaitan.
Sebaik mesyuarat bermula, sang bos berkata, "Saya akan memanggil nama-nama mengikut senarai, sesiapa yang tidak disebut akan terus bekerja.....!"
Sunyi sepi seketika.
Sang bos ketawa.

"Jenaka sahaja!"

Kami sama ketawa walau janggal juga berjenaka mengenai perkara yang sama sekali tidak melucukan kalau benar-benar terjadi.
Sang bos menyampaikan amanat dari pengerusi syarikat:-

  • Jangan panik, kita masih terbang seperti biasa di ketinggian yang sama. Seperti dalam penerbangan, ada masa bertemu turbulance dan sistem kapalterbang kita antara yang tercanggih. Dalam keadaan turbulance, kita kena yakin pada sang pilot (pengerusi lah itu) untuk mengatasi keadaan dan mendarat dengan selamat.

  • Syarikat mengakui yang sama menghadapi masalah dan sekiranya ada yang mengatakan tidak terkena tempias, berbohonglah mereka (teringat kata Najib yang Malaysia tidak mengalami masalah). Dari itu, syarikat sedang mengambil strategi baru dalam menangani cabaran ini dan memastikan segalanya tidak teruk terjejas.

  • Tiada sesiapa akan dibuang kerja tetapi semua pengambilan staf baru di bekukan sementara. Penstrukturan semula staf akan dibuat untuk memaksimakan sumber manusia.

  • Pada pengurus yang diberikan kenderaan syarikat (termasuk saya), tidak dibenarkan membawa pulang kenderaan dan dipakirkan di pejabat sahaja buat sementara waktu

  • Pelbagai langkah penjimatan dan perbelanjaan berhemah akan dilakukan untuk memastikan tiada pembaziran berlaku dan ada projek yang dibekukan atau diubahsuai mengikut keadaan semasa

  • Palm Deira tidak dihentikan tetapi penumpuan pada bahagian Corniche untuk memastikan pelancaran dalam pembinaan

  • Keadaan akan terus dipantau untuk beberapa bulan lagi sama ada tindakan drastik terpaksa diambil termasuk mengurangkan jumlah staf, sekiranya perlu.

Maklumat terakhir itu sedikit sebanyak memberikan lampu isyarat bahawa keadaan terus tidak menentu.

Saya ditugaskan untuk menguruskan pembinaan (construction) prasana dan utiliti di bahagian 'Trunk' Palm Jebel Ali. Projek sepatutnya sudah bermula tetapi dengan pengubahsuaian pelan induk dan krisis semasa, ditangguhkan hampir setahun. Projek bernilai AED1.7 bilion ini memang kritikal.

Selain itu saya juga ditugaskan menjaga semua kontrak dan rundingan untuk semua pembinaan prasana dan utiliti (berjumlah hampir AED10 bilion) dengan konsultan penyeliaan dan kontraktor utama selain memastikan ada kesinambungan 'sustainable engineering' dalam kesemua pembinaan tersebut.

Saya berlatarbelakangkan IT dan diberi tugas ini memang amat mencabar dan memerlukan penumpuan. Tetapi menyeronokkan kerana tanggungjawab yang diberi bererti pihak syarikat memperakui kebolehan dan mempercayai yang saya boleh melakukan dengan amanah demi kejayaan agenda Dubai baru.
